The Board of Regents is established in the Louisiana Constitution as the state’s coordinating board for higher education, working with four management boards, 32 public degree-granting institutions, and four special-purpose institutions. The BoR sets statewide policy related to higher education; advocates for higher education systems and institutions; distributes state-provided funding in accordance with legislative actions; and administers granting programs related to the advancement of the missions of postsecondary education systems and institutions. The Board of Regents contains three programs which include the Board of Regents, the Louisiana Office of Student Financial Assistance (LOSFA), and the Louisiana Universities Marine Consortium (LUMCON).

POSITION OVERVIEW:

The Information Technology Department at Louisiana Board of Regents is seeking an enthusiastic and motivated Programmer Analyst to join our team. This role offers a unique opportunity for a Programmer Analyst with passion for technology to gain hands-on experience and develop skills in a dynamic higher education environment, learning and applying programming languages and frameworks such as C#, .NET, Angular, PHP, Python, and the Laravel Framework. As a part of our dynamic team, the position will contribute to the development of software applications, websites, and systems that play a crucial role in advancing our organization's mission.

This is a technical programming position requiring various information technology, systems analysis, database management, and coding skills. The Programmer Analyst will provide analytical support for Regents' statewide data reporting network. Depending on the education and experience of the selected applicant, this position may be filled at either of the two levels: Programmer Analyst I (two years’ experience and bachelor’s degree, $70-85K or Programmer Analyst II (three years’ experience and bachelor’s degree, $85-100K). This position reports directly to the Senior Programmer Analyst.

MINIMUM QUALIFICATIONS:

  • Baccalaureate degree in a related field such as information technology/information systems, computer/information science, decision science, or a related technical field.

  • One (1) year of professional level experience in information technology/information systems or business or data analytics.

  • Proven experience in programming and integrating personal computer applications such as Microsoft Office (Word, Excel, and Access) with large- scale enterprise database management systems.

PREFERRED QUALIFICATIONS:

  • A graduate degree in a related field such as information technology/information systems, computer/information science, decision science, or a related technical field. A graduate degree in any of the fields above will count as a two-year equivalent to professional experience.

  • Three (3) or more years of professional level experience in information technology/information systems or business or data analytics.

  • One (1) or more years of experience in design, development and management of large-scale enterprise database management systems, SQL, and system security.

  • Experience programming and managing php/Laravel projects and systems.

  • Knowledge and experience of some or all of the following: T-SQL (MSSQL, MariaDB), Microsoft Power Bl, Tableau, Python.

SKILLS & ABILITIES:

  • Proficient in analytics, programming languages, understanding databases, and web-based applications.

  • Ability to produce end-user documentation as well as system data flow diagrams, procedures, queries, and code.

  • Knowledge of database structure, management, and naming conventions.

  • Strong communication and exceptional analytical and problem-solving skills, with the ability to present complex information clearly. Self-motivated and deadline-oriented to ensure tasks are completed with little supervision, while working cooperatively on project teams.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Essential and other important duties and responsibilities may include, but are not limited to the following:

  • Assists in the coordination of data information systems that support the agency by evaluating, analyzing, and prioritizing tasks and projects as directed by the Senior Programmer Analyst.

  • Collaborates with other developers and cross-functional teams to understand project requirements and objectives.

  • Collects, documents, and reports system requirements, business validation rules, logic, timelines, etc.

  • Performs analysis which includes reporting on complex computer systems in terms of cost, programming time, feasibility, and system network impact.

  • Development, operation, and maintenance of statewide information systems operated by the Board of Regents, including the existing code base as well as development of new software applications and websites using a range of programming languages, including C#, .NET, Angular, PHP, Python, and the Laravel Framework.

  • Writes clean, efficient, and well-documented code, following industry best practices and coding standards.

  • Conducts unit testing and debugging to identify and rectify software defects and issues.

  • Engages in code reviews to ensure code quality, consistency, and adherence to established guidelines.

  • Provides the Senior Programmer Analyst with detailed project tracking reports on all currently assigned projects.

  • Identifies obstacles and issues found within the project and promptly brings them to the attention of senior personnel.

  • Stays up to date with emerging technologies and industry trends and proposes innovative solutions to enhance agency applications and systems.

  • Collaborates with IT support teams to deploy and manage software applications and provide technical assistance as needed.

  • Documents software development processes, system configurations, and user manuals.

  • Manages multiple projects concurrently, adhering to project timelines and deadlines.

  • Prepares queries and reporting on an on-demand basis; creates long-term reporting for queries requested more frequently.

  • Continuously enhances programming skills and broadens knowledge of relevant technologies.

  • Assists in evaluations and recommendations regarding appropriate data collection and data warehousing strategies and capabilities.

  • Participates in the design and implementation of new data systems and helps in the redesign of existing data systems.

  • Maintains the operation and maintenance of statewide information systems.

  • Responds promptly to assigned helpdesk tickets from both internal and external users. Completes tasks within a reasonable timeframe.

  • Creates and distributes data reports, analytics, and datasets to both internal and external stakeholders.

  • Assists in evaluations and recommendations regarding appropriate data collection and data warehousing strategies and capabilities.

  • Performs other duties as assigned by Data Services Management.
