Job Description

Job Title: Section 8 Specialist

Reports to: Director, Lease Administration

Primary Responsibilities: The Section 8 Specialist is responsible for ensuring that our business operations and procedures comply with state and federal regulatory agreements as well as legal regulations, and internal policies. The Section 8 Specialist will perform a range of duties including reviewing new move-ins and recertifications to determine household income eligibility with the Section 8 and Housing Authority programs for all markets. They are an excellent communicator, with in-depth knowledge of the HUD’s latest procedures and regulations.

Skills & Competencies:

  • Associate degree in Business; Non-Manager, one to two years related experience and/or training; or equivalent combination of education and experience.

  • Preferred two (2) years’ experience as a Section 8 Specialist/HCV Specialist

  • 2+ years of multi-family and/or single-family rental homes experience

  • Experience with affordable housing leasing processes

  • Intermediate knowledge of Word, Excel and PowerPoint; advanced preferred

  • Demonstrated strong written and verbal communication skills

  • Demonstrated customer service skills in fast-paced environment

  • Detail oriented, with the ability to produce high-quality work in a deadline-oriented environment and an ability to multi-task

  • Ability to prove critical thinking and problem-solving concepts

  • Ability to thrive in a high volume, data entry and processing work environment, where applicable

  • Experience working in a work schedule environment, including in-office operations, weekends and holidays, based on business need.

Essential Job Functions:

  • Manage Housing Authority and Rental Assistance Programs

  • Process tax/ownership/banking paperwork for HUD Program.

  • Monitors and analyses HAP, voucher issuance, and participant attrition to ensure steady, authorized utilization of Housing Choice Vouchers.

  • Monitors program performance and policy adherence; monitors proposed, and pending legislation impacting operations/programs and develops responses.

  • Ensures HUD performance standards and other reporting requirements are maintained.

  • Work and assist with Housing Choice Voucher and Housing Authority programs for all markets.

  • Assist with developing and implementing company policies and regulations to assist Compliance and Leasing Teams with meeting HUD guidelines and requirements.

  • Ensure compliance with all HUD rules and regulations and other regulatory compliance.

  • Ensuring all homes are always ready for HUD inspections and communicating the market’s dates/times for inspections.

  • Ensure all HUD contracts and inspections are uploaded in property management software for each resident

  • Ensure all prospects are properly and efficiently qualified through the application process by collecting all required documentation (rental/income verifications) prior to screening; screening applicants and requesting exceptions and providing exception documentation when necessary.

  • Other duties, as assigned by supervisor or leadership team.

  • Capable of working extended hours, including evenings, weekends, and holidays as necessary.

  • Must be able to speak English in a clear and understandable voice so that various types of communications may be conducted with people of various levels of education and capabilities, including the exchange and receipt of information over the telephone.

  • Able to see well enough to read faint or partially obscured writing or printing, with corrective lenses if needed.

  • Position may involve sitting, standing, stooping, kneeling, pushing, shoving, lifting, carrying, and moving objects that can weigh up to 25 lbs. This movement can occur throughout the day. Must also be able to climb several flights of stairs if necessary.

  • Must be able to interact with all types of individuals, be mentally alert, detail-oriented, and with good reasoning skills.

  • Must have finger dexterity for typing/using a keyboard.

  • Must be able to work on more than one assignment at a time with frequent interruptions, changes, and delays. Must be able to remain focused and work effectively, efficiently, and cheerfully under such circumstances. For safety reasons, employees must remain alert to working conditions and aware of safety, health, and environmental concerns.

  • Must be able to work effectively and cheerfully in an environment that may be stressful due to adversarial situations resulting from the proper performance of duties.

  • Must be able to work in office as regularly scheduled.
