Job Summary

The El Paso County Department of Public Works (DPW) is looking for a motivated inspector with strong technical and interpersonal skills, who is a self-starter and has a passion for making a difference in our community as an inspector for the Development Services team. The successful candidate will perform field inspections for new development within the county. The inspections will be for compliance with accepted County policies and criteria. The successful candidate will be joining a small team of inspectors with knowledge and expertise in grading, drainage facilities, roadway construction, asphalt, and concrete testing. Teamwork and mentorship are encouraged within the inspections group. Training is provided for varying interests, allowing for advancement within one’s career.

Inspector I

Full Salary Range: $25.990 - $37.668

Hiring Range: $26.43 - $27.36

Inspector II

Full Salary Range: $27.933 - $41.899

Hiring Range: $28.99 - $30.76

Inspector III

Full Salary Range: $30.870 - $46.351

Hiring Range: $32.05 - $35.50

This is an in-person position and is not eligible for remote work. This position has an anticipated work schedule of Tuesday – Friday, 7:00am – 5:30pm, subject to change. Under FLSA guidelines, this position is non-exempt.

Conducts field inspections for compliance with approved construction plans and County criteria. Inspection activities are primarily for new development which consists of, but not limited to, roadways, storm drainage systems, curb and gutters, sidewalks, signages, and striping. Prepares and maintains inspection records and permits relating to new development inspection activities. Assists other inspectors, engineering, and planning staff as needed.

Essential Duties/Responsibilities

  • Conducts various types of field inspections for new development, such as but not limited to roadways, curbs, gutters, sidewalks, storm drainage systems, signages, and striping for compliance with approved construction plans, criteria, and specifications. Ensures that all materials and work by the contractor is in accordance with County criteria and specifications.

  • Files and releases construction permits. Uses computer to maintain records of permits and new County subdivision filings; logs related information appropriately.

  • Inspects driveway applications. Advises and issues driveway permits per criteria.

  • Performs mathematical computations to confirm that construction projects meet appropriate plans and specifications.

  • Prepares and maintains accurate daily project logs of inspection activities.

  • Maintains professional relationships with co-workers, developers, consultants, contractors, and the public.

  • Provides support to other inspectors, planners, and engineers as requested.

  • Performs other duties as required.

Additional Level II/III Functions:

  • Assists with the training and mentoring of Inspectors on inspection methods, report writing procedures, and related tasks.

  • Reviews submittal testing reports for County criteria compliance.

  • Coordinates construction activities with El Paso County Department of Public Works as needed.

Additional Level III Functions:

  • Assists with coordinating daily activities of staff and responding to issues as needed; makes recommendations concerning methods, procedures, and personnel.

  • Provides training, mentoring, and guidance to Inspectors, including inspection methods, report writing procedures, and related tasks.

  • Sets up and conducts pre-construction meetings for new projects; issues notice to proceed.

  • Prepares releases of collateral and resolutions for acceptance of public improvements to submit to the Board of County Commissioners (BoCC); attends scheduled BoCC meetings on behalf of the department as needed.

Qualifications

Knowledge, Skills, and Abilities:

  • Basic knowledge of testing and inspection procedures related to the construction of new public infrastructure.

  • Basic knowledge and understanding of the El Paso County Engineering Criteria Manual and Colorado Department of Transportation M&S Standards, and the Drainage Criteria Manual Volumes 1 and 2.

  • Working knowledge of computer software including Microsoft Access, Word, and Excel.

  • Knowledge of methods, equipment, and materials used in the construction industry preferred.

  • Must possess sound understanding of algebra and geometry and the ability to perform applicable calculations.

  • Ability to interpret construction plans, terminology, criteria, and specifications.

  • Ability to establish and maintain professional relationships with County staff, developers, consultants, contractors, and the public.

  • Ability to communicate clearly and effectively both verbally and in writing.

  • Maintain regular and punctual attendance.

  • Inspector II:

  • Working knowledge of methods, equipment, and materials used in the construction industry.

  • Working knowledge of testing and inspection procedures related to the construction of new public infrastructure.

  • Working knowledge and understanding of the El Paso County Engineering Criteria Manual and Colorado Department of Transportation M&S Standards, and the Drainage Criteria Manual Volumes 1 and 2.

  • Ability to work independently with limited supervision and exercise sound judgement. Ability to train and mentor others.

  • Inspector III:

  • Advanced knowledge of methods, equipment, and materials used in the construction industry.

  • Advanced knowledge of testing and inspection procedures related to the construction of new public infrastructure.

  • Advanced knowledge and understanding of the El Paso County Engineering Criteria Manual and Colorado Department of Transportation M&S Standards, and the Drainage Criteria Manual Volumes 1 and 2.

  • Ability to work independently with minimal supervision and exercise discretion and sound judgement. Ability to lead, train, and mentor others.

  • Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem-solving skills.

Required Education and Experience:

  • High school diploma or equivalent education.

  • Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.

  • Inspector II:

  • Minimum three years of construction, public infrastructure, inspection, or related experience.

  • Inspector III:

  • Minimum six years of construction or public infrastructure inspection experience.

Preferred Education and Experience:

  • One year of construction, public infrastructure, or inspection experience.

Licenses/Certificates:

  • Must possess and maintain a valid driver's license.

  • American Concrete Institute (ACI) Certification preferred.

  • Colorado Asphalt Pavement Association (CAPA) Levels A and B Certification preferred.

  • Traffic Control Technician (TCT) and Traffic Control Supervisor (TCS) Certification preferred.

  • Inspector II:

  • American Concrete Institute (ACI) Certification or must obtain within one year of employment.

  • Colorado Asphalt Pavement Association (CAPA) Levels A and B Certification or must obtain within one year of employment.

  • Inspector III:

  • American Concrete Institute (ACI) Certification required.

  • Colorado Asphalt Pavement Association (CAPA) Levels A and B Certification or must obtain within one year of employment.

Pre-Employment Requirements:

  • Must pass conditional post offer background investigation, motor vehicle record check, drug screen, and physical examination.

Work Conditions

Duties are performed in an office environment and in the field, including undeveloped vacant land, construction sites, and partially to fully completed structures. Position requires travel throughout El Paso County to construction sites, negotiating rough terrain, and climbing stairs during on-site inspections in the field. Field work requires exposure to weather elements, hazards, close proximity to moving vehicles and traffic, and other adverse physical and environmental conditions. Must be able to safely lift and carry up to 50lbs. May be subject to varying work schedule based on the needs of the department.
