If you desire to do the same, apply to join our team of passionate, forward thinking, driven IT professionals who aspire to create and implement innovative technology as an Information Technology System Architects (ITSA) for DIT's Revenue Services Branch. We have an immediate need for a skilled ITSA to join our team. The ITSA will act as the lead project manager and architect for the Custom Off the Shelf team supporting the operations of the Department of Tax Administration. This includes items such as emerging coding technologies, data analysis/warehousing, the ability to translate business needs into functional specifications, and provide technical mentoring and direction to junior programming staff. Additionally, must have management experience and a strong technical background.

Required Knowledge Skills and Abilities

  • Thorough knowledge of the capabilities and requirements of various computer platforms

  • functioning in centralized, distributed, client server, and stand-alone operating environments;

  • Thorough knowledge of and experience in the area of application development including WEB, web services, multi-platform systems, and database technology;

  • Thorough knowledge of systems analysis and programming skills and methodologies;

  • Thorough knowledge of modern methods, techniques and tools of information systems project management;

  • Ability to effectively adapt to rapidly changing technology and apply it to business needs;

  • Ability to plan, organize, and conduct systems analysis and to evaluate business requirements;

  • Ability to use project management methods, principles, and tools (software) to schedule projects and monitor progress;

  • Ability to lead efforts in implementing configuration management and systems change

  • management;

  • Ability to effectively monitor system development, system modifications and enhancements;

  • Ability to analyze project needs and determine resources needed to meet objectives and solve problems that involve remote and elusive symptoms, often spanning multiple environments in business areas;

  • Ability to use strong analytical and conceptual skills to create original concepts/theories for various projects;

  • Ability to communicate technical ideas clearly and in translating user information requirement;

  • Ability to make decisions based on factual data, and to evaluate the progress or success of systems;

  • Ability to plan, organize, coordinate, assign, and evaluate the work of subordinate staff;

  • Ability to establish and maintain a high level of customer trust and confidence in the application team's knowledge of and concern for customer requirements.

MINIMUM QUALIFICATIONS:

Possession of a bachelor's degree in computer science or a related field; plus five years of experience in systems design, development, programming and maintenance, and/or project or program management experience or equivalent in a complex information systems environment and supervisory experience of internal staff and vendors/contractor staff, and /or experience in matrix management environment in a complex organization.

NECESSARY SPECIAL REQUIREMENTS:

The appointee is required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

Experienced with Tax Solutions such as Tyler Technologies CAMA solution (IASWorld) a plus. The ability to lead dynamically and energize multi-discipline work teams to respond to business needs. Must demonstrate the ability to promote the business value of technology to Tax Administration stakeholders. Application design and development experience using Microsoft products, .net 4.5, C#, MVC, VS2015, 2014, VB.NET, ASP.NET, XML, ORACLE and SQL Server or SAP/Data Services/BI. Experience with Managing IDM is a plus. Project management experience in system analysis, design, and data modeling with Financial and Tax Solutions. Experience with Document Building solutions such as Precisely EngageOne and Mailstream Plus. Experience with large, complex integration implementations involving multiple organizations (user agencies, multiple vendors, and technical infrastructure team) for enterprise applications. Demonstrated written and verbal skills in producing design deliverables and presenting them to the development team and/or vendors. Interpersonal and communication skills are critical. Ability to work without immediate supervision.
