Job Summary:

Raytheon Field Engineering is seeking a Program Support Specialist to work with the Program Management Team at the Integrated Support Facility (ISF) in Pittsfield, Massachusetts. This position will support as a Leader of a multi-discipline manufacturing organization operating within a customer-owned aerospace facility. The individual will be supporting the Program Management Team across multiple contractors, focusing on documentation, compliance and training development and review. Primary responsibilities shall include, but are not limited to the following:

  • Customer Interface – Liaison for daily customer interaction across a multi-contractor organization operating under rigorous requirements. Routine presentations to senior customer management.

  • Inter-organization Coordination – Fosters collaboration and teamwork across multiple functions, contractors, government agencies, and customer sites to achieve program goals. The ability to establish teaming relationships is key to success.

  • Planning – Long term program and production forecasting to identify resource constraints with sufficient time to implement mitigation activities. Deliver mitigation strategies to senior customer management.

  • Continuous Improvement – Lead the organization to adopt a philosophy of continuous improvement across all areas. Mentor team leads, drive results, and recognize accomplishments.

  • Root Cause and Corrective Action – Champion a culture of comprehensive Root Cause analysis and meaningful Corrective Actions.

  • Technical – Leverage extensive Manufacturing, Test, or Engineering background to review and approve technical solutions to program issues.

  • Extensive technical writing – shall be able to draft/edit ISF procedures, training materials, engineering change requests, and customer presentations.

  • Training – must be able to absorb new technical material quickly and then train others.

  • Oral presentation to senior management and customer personnel

Responsibilities to Anticipate:

  • Perform Program Management Reviews and approvals on all ISF documentation.

  • ISF Risk and Opportunity Manager.

  • Perform Program Manage approvals for Material Review Boards (MRB/IRB).

  • Business Partner Sponsor for non-RTX ISF employees.

  • Provide Program Management oversight of TPME preparation, coordination and lead RCCAs.

  • Vender Qualification Management, working with QA and SCM to evaluate attrition to determine best path forward for vender qualifications.

  • Perform Program Management reviews of Root Cause/Corrective Actions for customer directed correction action requests (caWebs/SCARs).

  • Manage contract construct; recommend hardware mix changes and insure contract (GEU) compliance.

Basic Qualifications:

  • Typically requires a Bachelor’s in science, Technology, Engineering, or Mathematics (STEM) and a minimum of 6 years of prior relevant experience unless prohibited by local laws/regulations. Additional years of experience will be considered in lieu of a degree.

  • Active and transferable U.S. government issued Secret security clearance is required prior to start date.

  • Experience managing in a DOD-related manufacturing/production environment.

  • Experience with engineering processes that relate to manufacturing, design, and support.

  • Experience managing projects, schedules, and budgets.

  • Experience in development, production, and life cycle sustainment.

Preferred Qualifications:

  • Proficiency in Microsoft Office (Word, Excel, Power Point)

  • Excellent communication skills, written and verbal.

  • Strong presentation skills that are readily tailored to audiences at any level; from production personnel to senior customer/government management.

  • Ability to interface with persons of multiple disciplines and job functions, including software engineers, electrical engineers, mechanical engineers, program managers, production personnel, and outside vendors.

  • Experience with Earned Value Management (EVM). EVM training and/or Certification.

  • Experience in developing Basis of Estimates (BOEs) and Proposal.

Clearance Information: This position requires the eligibility to obtain a security clearance. The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
