Federal Aviation Administration Safety and Occupational Health Specialist in United States

Summary Serves as the Environmental and Occupational Safety and Health (EOSH) Technical Services Center Coordinator with overall authority and responsibility for compliance with federal, state, and local Environmental and Occupational Safety and Health regulations. Responsibilities Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Serves as an OSH (Occupational Safety and Health) expert for the Air Traffic Organization, ATO EOSH program requirements, fall protection, electrical safety, lockout/tagout, construction support, training policy development, accident investigation and reporting, and other EOSH program elements. Identifies and prioritizes program initiatives based upon resource availability. Applies experience and comprehensive knowledge to plan and function as the Government Technical Interpreter for the NISC (National Airspace System (NAS) Integration Support Contract) EOSH Contract task order. Serves as the EOSH lead for the Field Incident Response Team. Coordinates with EOSH Manager on prioritization and implementation strategies for key program elements. Develops scopes of work for contract resources required to implement specific aspects of EOSH program operations. Coordinates upward reporting for program compliance activities. Plans and coordinates EOSH training to District Office field personnel. Maintains comprehensive knowledge of EOSH program concepts, principles, practices and procedures, and regulations to develop and recommend critical program modification requirements. Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Manages implementation of the ATO EOSH program, responds to emergencies, resolves issues, and acquires resources to administer the programs. Analyzes jobs, processes, products, or other systems to determine the risks to employees. Recommends modifications to workplaces to control or eliminate hazards. Develops and leads the Workplace Inspection (WIT) process for the Service Area. Inspects or surveys workplaces for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Develops training programs for specific hazards or programs. Reviews plans and specifications for facilities and equipment to ensure compliance with established OSH standards. Conducts occupational safety evaluation of hazardous conditions and develops recommendations for abatement. Maintains relationships with Headquarters EOSH Program Office, FAA districts, field personnel, and Federal, State and local regulatory agencies. Manages and executes projects using the corporate work plan and generally accepted practices of cost, budget and schedule. Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Qualifications To qualify for this position at the I pay band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent at the next lower level, FV-H, FG/GS-12.
